Legendary Birds Locations: Where to Find Articuno, Zapdos & Moltres in Pokémon Infinite Fusion
Wondering where to find Articuno, Zapdos, and Moltres in Pokémon Infinite Fusion? All three legendary birds are in the game, but none of them is available until late in the story. You first have to finish the Team Rocket event at Mt. Ember, where Giovanni fuses all three birds into one monster, and only after defeating him do the birds scatter back to their nests. Here is the short version: Articuno is at the Seafoam Islands (you need the Ice Pick), Zapdos is in the Power Plant basement (you need the Power Plant Key), and Moltres returns to the Mt. Ember summit. All three are level 50. This guide walks you through the full event, the exact prerequisites for each bird, and how to catch them without losing your mind.

Legendary Birds Locations at a Glance
If you just want the fast answer, this is everything you need to know about the legendary birds location in Pokémon Infinite Fusion:
- Articuno: Seafoam Islands (Route 20). Requirements: Surf and the Ice Pick (found at Mt. Ember after the Team Rocket event). Level 50.
- Zapdos: Power Plant basement, north of Rock Tunnel. Requirements: the Power Plant Key (found at Mt. Ember after the Team Rocket event), then Cell Batteries to power the inner door. No HMs needed. Level 50.
- Moltres: Mt. Ember summit. Requirements: Surf and Strength to reach it. It returns to its original spot after the Team Rocket event. Level 50.
The common thread: all three birds unlock only after you beat Giovanni at Mt. Ember. Before that story event, there is no way to reach any of them, so do not waste time checking the Power Plant early. If you want the full legendary picture beyond the birds, our legendary locations guide covers every legendary and mythical in the game.
Why the Birds Are Locked Until the Mt. Ember Event
In Pokémon Infinite Fusion, the legendary birds are tied to one of the best story sequences in the game. After you earn your eighth badge from Blaine on Cinnabar Island, head south to the Cinnabar harbor. You will witness Team Rocket stealing the Seagallop ferry, which strands you without a ride. A scientist warns you that Team Rocket is heading to Mt. Ember to disturb Moltres, and you surf after them through the Offshore Road currents.
Inside Mt. Ember, Team Rocket has set up a full base with grunts blocking the passages, including the famously bumbling duo Jessie and James. As you push toward the center of the volcano, you find a deactivated gate, flip a switch further in, and pick up two key items lying on the ground: the Ice Pick and the Power Plant Key. These are your tickets to Articuno and Zapdos later, so grab them.
At the heart of the volcano, you find Giovanni confronting Moltres. He reveals that he already captured Articuno and Zapdos with Master Balls, then does the same to Moltres in front of you. As you approach, he orders his grunts to fuse all three birds together into a single triple-fused monstrosity, a nod to the fused legendary bird (Thu-Fi-Zer) from the Pokémon Adventures manga. Then Giovanni challenges you with his new creation.
This is a serious boss fight. Make sure your team is trained into the high 40s, bring plenty of healing items, and lead with something that can take hits while you set up. Type coverage matters a lot here because the fused bird hits from three different elemental angles. Once you beat Giovanni, the birds are freed, and each one returns to its own territory. That is when the hunt begins. For a full walkthrough of the Rocket storyline leading up to this point, see our Team Rocket guide.
Articuno: Seafoam Islands, the Ice Pick, and the Frozen Wall
Articuno waits at the Seafoam Islands on Route 20, the same frozen caverns it has called home since the original Red and Blue. Getting there requires two things: the Surf field move (you will have it by this point in the story) and the Ice Pick you picked up inside Mt. Ember during the Team Rocket event.
Surf to the Seafoam Islands from Route 20 and work your way through the caves. Deep inside, you will hit a wall of solid ice that blocks the path to Articuno’s chamber. This is what the Ice Pick is for: use it to climb the ice wall and you will find the legendary bird of ice waiting at level 50.
Articuno is an Ice/Flying type with base stats of 90 HP, 85 Attack, 100 Defense, 95 Special Attack, 125 Special Defense, and 85 Speed (580 total). That enormous Special Defense makes it a fantastic special wall, and as a fusion body it passes that bulk to whatever you splice it with. An Articuno head gives fusions Ice-type STAB and access to its movepool, which pairs beautifully with bulky Water or Dragon bodies. If you need Surf or Strength to reach any of these spots, check our HM locations guide for where every HM replacement item is found.
Zapdos: the Power Plant Basement, the Key, and the Cell Batteries
Zapdos nests in the Power Plant north of Rock Tunnel, another classic location from the Kanto games. The good news: no HMs are needed to get inside. The less good news: the basement is locked behind two doors.
Head to the Power Plant and use the Power Plant Key from Mt. Ember on the locked door inside. This gets you into the basement area, but Zapdos sits behind a second powered door. You need to collect Cell Batteries scattered around the basement and use them to power that door. Take your time exploring every room down there; the batteries are not hidden in anything tricky, they just take some legwork to round up.
Once the second door opens, Zapdos is waiting at level 50. As an Electric/Flying type with 90 HP, 90 Attack, 85 Defense, 125 Special Attack, 90 Special Defense, and 100 Speed, it is the fastest and hardest-hitting special attacker of the trio. Zapdos makes an outstanding fusion head thanks to its Electric STAB and high Special Attack, and its Speed stat gives slower bodies a real lift. Drill Peck, Thunderbolt, and Heat Wave coverage on a Zapdos-headed fusion is genuinely scary.

Moltres: Back at the Mt. Ember Summit
Moltres is the simplest of the three to reach, since you already know the way. After the Team Rocket event, Moltres returns to its original spot at Mt. Ember. Surf and Strength will get you back up to the summit area where Giovanni captured it.
Walk up to Moltres and you will get a message saying it is looking at you intensely. Interact with it at that point and you can challenge it to a battle any time. No key item needed, no extra doors, just walk up and fight. At level 50, Moltres brings Fire/Flying typing with 90 HP, 100 Attack, 90 Defense, 125 Special Attack, 90 Special Defense, and 90 Speed.
Moltres is the physical attacker of the trio with that base 100 Attack, and its Fire typing gives fusions access to burns and powerful Fire STAB. A Moltres body on a fast physical head is a classic recipe. One warning: like all Fire/Flying types, it carries the infamous 4x weakness to Rock, so keep Stealth Rock and Stone Edge users far away from it.
How to Catch All Three Birds Without Regrets
Every one of these encounters is a static, one-time battle at level 50, so preparation is everything. Start with the golden rule: save your game before triggering each encounter. Talk to Articuno, Zapdos, or Moltres only when you are ready, with a full stock of Ultra Balls and a team built for catching.
Your catcher should carry a status move and a way to chip HP safely. Sleep and paralysis multiply your catch odds dramatically, and a Pokémon with False Swipe guarantees you can bring a bird down to 1 HP without the nightmare of an accidental knockout. Thunder Wave users are ideal because paralysis never wears off mid-battle, while Spore or Hypnosis give the bigger catch bonus at the cost of waking up at the worst moment. Pick your poison.
Bring type matchups that resist each bird’s STAB so your catcher survives the long haul. Rock types wall all three birds thanks to their Flying typing, though watch out for Zapdos’s Electric moves and Moltres’s Fire coverage against your Rock catcher. Steel types also resist a lot of what the birds throw. And do not forget healing: a 50-turn catch battle is normal, so pack Hyper Potions or Max Potions for both your catcher and the bird (a fainted bird is a failed hunt).
If you are hunting shinies on top of everything else, finish these catches first and read our shiny hunting guide afterward. Static legendaries deserve their own focused sessions.
Should You Fuse the Legendary Birds?
Absolutely, and that is half the fun of this game. Once you understand how fusion works in Infinite Fusion, the birds become some of the most exciting fusion material in the game because their 580 base stat totals give every fusion a premium foundation.
As bodies, the birds donate their stat spreads. Zapdos as a body hands any head 100 base Speed and 125 Special Attack, which turns special attackers into genuine sweepers. Articuno as a body gives fusions that giant 125 Special Defense, perfect for defensive heads that need to sit on special hits all day.
As heads, the birds donate their typings and movepools. A Zapdos head on a bulky Ground-immune body keeps the Electric STAB while patching the Electric weakness problem. Moltres heads bring Fire coverage and burn chance to physical attackers that would love a strong special option.
And if you really want to go big, triple fusions let you combine all three birds, echoing Giovanni’s monstrous creation. It is expensive and late-game, but a triple-fused legendary bird is one of the most powerful things you can build. Use our fusion calculator to preview stats before you commit your DNA Splicers, and our team builder to slot the result into your squad.

Legendary Birds FAQ
Can you catch the legendary birds before beating Giovanni at Mt. Ember?
No. All three birds are unavailable until you finish the Team Rocket event at Mt. Ember. The Ice Pick and Power Plant Key, which you need for Articuno and Zapdos, are found during that event, and Moltres does not return to its spot until afterward.
What level are Articuno, Zapdos, and Moltres?
All three are level 50. Bring a team in the high 40s at minimum, and a dedicated catcher so you do not accidentally knock them out.
Do you need Surf or Strength for Zapdos?
No. Zapdos is the only bird that needs no HMs at all. You just need the Power Plant Key to open the basement door and the Cell Batteries to power the inner door.
Where exactly is the Ice Pick?
On the ground inside Mt. Ember during the Team Rocket event, near where Moltres was, past the deactivated gate. The Power Plant Key is in the same area. If you walked past them, go back and sweep the floor carefully before leaving.
What happens if you knock out a legendary bird?
Save before every encounter so you can simply reload if something goes wrong. These are one-time static battles, and replaying a boss fight is far less painful than losing a legendary to a critical hit.
Which legendary bird should you catch first?
Moltres is the fastest to reach since you already know the Mt. Ember route, so most players grab it first. Zapdos takes the longest because of the Cell Battery hunt in the Power Plant basement. Articuno sits in the middle. Honestly, catch them in whatever order fits your current team needs: Zapdos if you want a special sweeper, Articuno if you want a special wall, Moltres if you want Fire coverage.
The legendary birds are some of the most satisfying catches in Pokémon Infinite Fusion because each one is gated behind real exploration rather than a random encounter. Finish the Mt. Ember event, grab your key items, and take them one at a time. And when you are ready to push further into the post-game, our post-game guide picks up right where the birds leave off.
